Lawmakers Introduce Bill to Ban Taxpayer-Funded Laboratory Testing on Dogs

A bipartisan group of lawmakers have introduced a bill to Congress that would put an end to government-supported, taxpayer-funded laboratory testing on dogs.

It’s time for dogs to take their rightful place in our hearts and homes and never again set paw in a research lab.

On December 8, Congresswoman Nancy Mace (R-SC), along with support from 8 bipartisan House members, introduced the Preventing Animal Abuse and Waste Act of 2021, also known as the PAAW Act.

If passed, the bill would ensure that tax dollars are never again used to fund outdated, ineffective, and cruel experiments on dogs for laboratory research.

“As an animal lover, I was recently disturbed to learn about the National Institute for Allergy and Infectious Diseases’ barbaric taxpayer-funded experiments on Beagle puppies. In fact, I wrote Dr. Fauci a month ago asking specific questions related to this gruesome testing. And do you think I received a single response? Far from it,” said Rep. Mace.

The PAAW Act specifically prohibits the Director of NIAID from conducting or supporting any research that could result in their death, irreversible damage, significant pain, or distress to dogs. It also requires reports to Congress on all ongoing NIAID dog experiments and NIAID’s efforts to phase out dog testing as well. Additionally, a report to Congress on how much money is specifically being spent on these experiments will be required.

The bill is supported by a variety of animal-related organizations, including White Coat Waste Project, Animal Wellness Action, Animal Wellness Foundation, and Advancing Law for Animals.

“We commend Congresswoman Mace for introducing the bipartisan PAAW Act and her outstanding leadership to cut government waste and end NIAID’s taxpayer-funded canine cruelty. For years, NIAID has been wasting tax dollars to de-bark dogs, poison puppies, and infest beagles with flies, worms, and ticks. Recent polls show that these wasteful animal experiments are opposed by a supermajority of taxpayers — Republicans, Independents and Democrats alike,” said Justin Goodman, Vice President of Advocacy and Public Policy at White Coat Waste Project.

The original cosponsors of the PAAW Act include Representatives Dina Titus (D-NV), Rashida Tlaib (D-MI), John Carter (R-TX), Brian Fitzpatrick (R-PA), Carlos Gimenez (R-FL), Barry Moore (R-AL), Bill Posey (R-FL), and Maria Salazar (R-FL).

    Why test new drugs on animals? We can just go back to the good ol’ days of testing new drugs on prisoners, blacks and the poor.

      I assume you’re being sarcastic. But, the truth is, testing drugs on animals is proven to be ineffective. In its 2016-2020 Strategic Plan, the National Institutes of Health wrote, “animal models often fail to provide good ways to mimic disease or predict how drugs will work in humans, resulting in much wasted time and money while patients wait for therapies.” Additionally, the Food and Drug Administration (FDA) has stated clearly that they “do not mandate that human drugs be studied in dogs.”
